Yes She was trying to look like Marylin Monroe and not doing a good job I might add but she was trying to impress the guy she likes and also teach the girls how to be more well girly so to speech.
Because it's a Marilyn Monroe thing. So the steam would blow up her skirt and she would ';accidentally'; flash the guy.
